Tom, rather than waste useful ministers when they mess up, wouldn’t it be better to not assume they’ll act efficiently in all circumstances but instead to put in place agreed, necessary guidelines. If I get a puppy and fail to train it to fit into my household then it will try to get its own way to the point that no one wants it around. People are the same. They don’t all behave well to get what they want.
Yes, there is much that can be done in that regard. Guidelines, mediation, training - all of that is key. Raab is not the first minister considered a bit of an arse to work with/for.
